Place posting on Craigslist (in a major metro)..

Be weary of places like elance or rentacoder, most of those developers are offshore, and I’ve heard many horror stories from off shore development (abandoned projects, non-binding contrarcts, incomplete work, incompetant work) , stay local (US) if possible.

Web conferencing with video ? voip or just IM? Anything with VOIP (voice) or Video is going to require some hefty hardware and networking resources,

Shoot me an e-mail perhaps I can make further suggestions

You can get lot of webdesigners at http://k.aplis.net/
Do not pay unless the work is completed and you are satisfied .

Well, I think you can hook me up for the project. If you can give me more details, maybe we can finish it on a specified date or if I cannot do it, I can reffer you to some of my colleagues.
