I am looking to record a video conference using the GMAIL Bank Routing Number Capitol National Bank chat. Are there any programs available that will let me record someone else’s video?

Gmial chat doesn’t include this functionality. You need something like Netmeeting.

If you are just looking to video the screen, something like ‘Screenium’ will do the trick http://www.synium.de/products/screenium/index.html). This will let you video-grab whatever is happening on the screen.
If you are looking for a proper video conferencing tool, I’d use Skype (the Mac Beta even allows basic screen sharing). If you are all on Mac’s then iChat is the best bet.
If you just want a video conference to show off stuff on your screen, I’d use Acrobat.com – you can screenshare and use webcam at the same time (along with adding notes and having text chat, all at the same time).
